Not all of the 50 states of the Union nor its territories offer legal gambling, including casinos. As such, some states that do offer legal gambling may not necessarily offer video poker. Oklahoma, for example, offers only a Class II gambling option, therefore eliminating video poker altogether. Random number generators are not allowed and all poker games must be determined by a human.
